The European Union has expressed strong support for the resolution of the diplomatic dispute between Ethiopia and Somalia, facilitated by Türkiye. The agreement, known as the Ankara Declaration, marks a significant step toward peace and cooperation in the Horn of Africa, according to the EU’s spokesperson for foreign affairs, Anouar El Anouni.
EU Endorses Ankara Declaration
During a press briefing in Brussels, El Anouni praised the Ankara Declaration, signed on December 11, 2024, by Ethiopia and Somalia, under Türkiye’s mediation. He emphasized the importance of mutual respect and dialogue in reducing tensions across Africa. “The European Union welcomes the declaration agreed in Ankara,” he stated, reiterating the EU’s commitment to the principles of unity, sovereignty, and territorial integrity for both nations.
Acknowledging Türkiye’s pivotal role, El Anouni added, “We recognize the important role taken by the Republic of Türkiye in achieving this agreement.” The EU has also pledged its support for continued mediation and reconciliation efforts in the region.
Türkiye’s Mediation Brings Resolution
The Ankara Declaration followed high-level talks hosted by Turkish President Recep Tayyip Erdogan, bringing together Somali President Hassan Sheikh Mohamud and Ethiopian Prime Minister Abiy Ahmed. The agreement focuses on resolving tensions that arose after Ethiopia’s controversial January 2024 deal with Somalia’s breakaway region of Somaliland, granting Ethiopia access to the port of Berbera.
President Erdogan hailed the declaration as a milestone in regional diplomacy. “We have taken the first step toward a new beginning based on peace and cooperation,” Erdogan said during a joint press conference in Ankara.
Commitment to Sovereignty and Cooperation
The Ankara Declaration underscores the commitment of Ethiopia and Somalia to each other’s sovereignty and territorial integrity. The leaders also pledged to begin technical negotiations by February 2025, with Türkiye facilitating the process. These discussions aim to finalize agreements on Ethiopia’s access to the Red Sea and establish frameworks for sustainable cooperation.
The declaration highlights shared goals of peace and prosperity in the Horn of Africa, an area that has faced long-standing challenges, including political fragmentation and security concerns.
EU’s Role in African Stability
The EU has consistently supported efforts to foster stability in Africa. The latest endorsement of the Ankara Declaration reflects the bloc’s broader strategic interest in peace and development on the continent. The EU’s recognition of Türkiye’s effective diplomacy aligns with its emphasis on multilateral approaches to conflict resolution.
Conclusion
The Ankara Declaration is seen as a testament to the power of dialogue and international cooperation. Türkiye’s successful mediation and the EU’s backing signal a promising path forward for Ethiopia and Somalia, fostering hope for long-term stability and development in the Horn of Africa.
