The signing ceremony took place behind closed doors in Nairobi, Kenya, and was attended by key figures from various factions.     The charter, which aims to create a “government of peace and unity,” was signed by representatives of the RSF and several allied groups, including a faction of the Sudan People’s Liberation Movement-North (SPLM-N) led by Abdelaziz al-Hilu. The document calls for a secular, democratic, and decentralized state based on freedom, equality, and justice. It also outlines plans for a new, unified, professional national army that reflects the diversity of the Sudanese state.

    Ongoing Atrocities and Humanitarian Crisis

    The RSF, led by General Mohamed Hamdan Dagalo, has been accused of committing widespread atrocities, including genocide, during the ongoing conflict. The war, which began over disputes regarding the integration of the RSF into the regular army, has resulted in tens of thousands of deaths and displaced millions of people. The RSF currently controls most of the western Darfur region and parts of the Kordofan region, while the Sudanese army holds the north and east.

    International Concerns and UN Warning

    The formation of a parallel government has raised concerns among international observers and the United Nations, who fear that it could further fragment the war-torn country. A spokesman for UN Secretary-General Antonio Guterres warned that the move could exacerbate the crisis and increase the risk of further violence. However, the signatories of the charter have denied any intentions to divide the country, stating that their goal is to end the war and ensure unhindered humanitarian aid to affected areas.
