    France Backs Ethiopia’s Quest for Sea Access Amid Regional Negotiations

    French President Emmanuel Macron has voiced strong support for Ethiopia’s efforts to secure access to the sea, emphasizing the importance of peaceful negotiations and adherence to international law. Macron’s comments came during his one-day visit to Addis Ababa on December 21, 2024, where he engaged in bilateral discussions with Ethiopian Prime Minister Abiy Ahmed.

     

    Commitment to Regional Dialogue

    Macron praised the recent Ankara Declaration, an agreement reached between Ethiopia and Somalia on December 11, 2024, under the mediation of Turkish President Recep Tayyip Erdogan. The declaration reaffirmed mutual respect for sovereignty, territorial integrity, and international laws while outlining plans for technical negotiations starting February 2025.

     

    The dispute over sea access stems from Ethiopia’s controversial 2023 agreement with Somaliland to lease a portion of its coastline for 50 years, a deal Somalia’s federal government rejected as an infringement on its sovereignty. Macron encouraged dialogue and collaboration between regional stakeholders to resolve these tensions.

     

    France’s Role in Ethiopia’s Development

    In his address, Macron reiterated France’s commitment to supporting Ethiopia’s aspirations for Red Sea access through peaceful, diplomatic means. He also highlighted French investments in Ethiopia’s cultural heritage, including the renovation of the National Palace in Addis Ababa and the Rock-Hewn Churches of Lalibela, both funded by the French Development Agency.

    Macron stated, “Our ties with Ethiopia are stronger than ever. We are keen to assist in achieving Ethiopia’s goals responsibly and sustainably.”

     

    Ethiopia’s Strategic Vision

    Prime Minister Abiy Ahmed expressed optimism about Ethiopia’s progress in securing its geopolitical objectives. He welcomed Macron’s support and described Ethiopia’s quest for maritime access as essential for bolstering trade and regional integration.

     

    “Our discussions with President Macron have deepened the partnership between our nations,” Abiy noted. He added that Ethiopia remains committed to peaceful solutions and regional stability.

     

    Focus on Peace and Justice

    Macron also addressed Ethiopia’s internal challenges, particularly the implementation of the 2022 Pretoria Agreement, which ended a two-year conflict between the federal government and the Tigray People’s Liberation Front. He underscored the importance of transitional justice and the rule of law for long-term stability.

     

    A Broader Regional Agenda

    Before arriving in Ethiopia, Macron visited Djibouti, home to the largest French military base in Africa, and Mayotte, where he assessed cyclone recovery efforts. Macron described France’s relationship with Djibouti as a cornerstone of its regional strategy, highlighting deep-rooted partnerships and military cooperation.

    France’s engagement with Ethiopia underscores its broader commitment to fostering stability and development in the Horn of Africa. As Ethiopia navigates its geopolitical challenges, the international community’s support will play a pivotal role in shaping the country’s future.
