    Somalia Launches Maritime Rescue Coordination Centre with EU Support

    On December 5, 2024, the Federal Government of Somalia inaugurated the Maritime Rescue Coordination Centre (MRCC) at the Somali Police Force’s Department of Coast Guard headquarters in Mogadishu Port. This center represents a transformative step in Somalia’s efforts to ensure maritime safety and strengthen its capacity to respond to emergencies at sea. The establishment of the MRCC was made possible through the unwavering support of EUCAP Somalia, the European Union’s civilian crisis management mission in Somalia.

     

    State-of-the-Art Facilities for Emergency Response

    The MRCC is equipped with cutting-edge surveillance technology provided by EUCAP Somalia. Its primary function is to deliver round-the-clock Search and Rescue (SAR) services throughout Somalia’s vast maritime domain. This vital infrastructure is expected to save lives and protect livelihoods by responding efficiently to emergencies at sea.

     

    Managed by the Somali Police Force’s Department of Coast Guard under the authority of the Minister of Port and Marine Transport, the MRCC will also coordinate rescue operations across Somali waters. In addition to supplying equipment, EUCAP Somalia has provided comprehensive training to Somali personnel, ensuring that the center is both functional and sustainable in the long term.

     

    Broader Goals of the Initiative

    The MRCC is set to become operational by the end of 2024, following the installation of all necessary equipment. This milestone aligns with EUCAP Somalia’s broader mission to enhance Somalia’s maritime safety and security while supporting the Federal Government’s goals of establishing robust maritime infrastructure and legal frameworks.

     

    Beyond its immediate operational scope, the MRCC will play a key role in supporting Somalia’s Information Sharing Network (ISN). This network will provide a comprehensive maritime picture and reinforce regional and international safety and security frameworks. The initiative is further supported by the EU’s Red Sea Programme, the Djibouti Code of Conduct, and other regional collaborations aimed at improving maritime governance and the rule of law.

     

    A Shared Commitment to Safety

    The inauguration ceremony was attended by prominent Somali government officials, including Hon. Hirsi Jama Ganni, State Minister of the Office of the Prime Minister, the Minister of Internal Security, the Minister of Ports and Marine Transport, and the Deputy Police Commissioner. The event also welcomed representatives from the international community, underscoring a shared commitment to improving maritime safety and safeguarding lives.

     

    Kęstutis Lančinskas, Head of EUCAP Somalia, highlighted the broader significance of the MRCC:

    “By enhancing maritime capabilities, we are not only protecting waters but also safeguarding the livelihoods of people who depend on the sea for sustenance and commerce. This achievement is a success by the people and for the people.”

     

    Strengthening Regional and International Collaboration

    The MRCC will work in close alignment with international safety standards and contribute to broader efforts to combat threats at sea, including piracy and illegal fishing. Its establishment reflects Somalia’s growing capacity to manage its maritime resources effectively and foster sustainable development in its waters.
