At Amsterdam Arena, the French star scored twice in the seventh and 53rd minutes.
In his debut, Dutch full back Quilindschy Hartman scored the only goal for the hosts in the 83rd minute.
France won their sixth game in a row in Group B, ensuring their participation in Germany next summer.
Belgium leads Group F with 16 points, while Portugal leads Group J with a perfect 21-point run. Both countries are guaranteed to compete in EURO 2024.
