Taiwo Awoniyi’s 19th-minute goal effectively ended the championship battle, putting Arsenal four points behind City with just one game remaining.
Mikel Arteta’s team led the standings for the majority of the season until succumbing to a string of poor results.
Arsenal’s previous Premier League triumph came in 2004, whereas City will be celebrating their fifth in six years and ninth overall.
Saturday’s outcome also kept Nottingham Forest from being relegated in their first season back in the Premier League since 1999.
