Somalia explores Tanzania’s e-governance model as federal officials seek practical strategies to modernize public administration and streamline state institutions. Led by Hersi Jama Gaani, State Minister at the Prime Minister’s Office, a high-level Somali delegation visited Dodoma and Dar es Salaam to examine advanced digital infrastructure and administrative frameworks. The working visit featured intensive briefings with Tanzanian labor and employment officials, focusing on institutional capacity building, workforce development, and the integration of information technology across government ministries.
A central focus of the diplomatic engagement centered on Tanzania’s sophisticated eCabinet system and institutional management procedures. Somali delegates participated in specialized knowledge-sharing sessions examining how digital tools manage Cabinet agendas, track the implementation of state decisions, and coordinate multi-agency workflows. Officials noted that adopting similar automated systems could significantly reduce administrative paperwork, eliminate bureaucratic delays, and provide senior leadership with transparent oversight regarding policy execution across federal departments.
The delegation also conducted an extensive technical tour of the e-Government Authority to study shared digital networks, secure data exchange protocols, and cybersecurity frameworks. Tanzania’s recognition under the World Bank GovTech Maturity Index served as a compelling benchmark for Somali planners aiming to build an interconnected state apparatus. By reviewing integrated portals and digital identification systems, the visiting representatives gathered valuable insights into developing unified public service delivery models rather than relying on fragmented technological solutions.
Beyond digital administration, the bilateral meetings underscored broader regional cooperation in youth employment and human-capital development. Government leaders from both nations emphasized that sustainable institutional reform requires pairing advanced technological tools with skilled personnel. As federal institutions in Mogadishu advance strategic administrative reforms under national development plans, the insights gained from Tanzania’s digital journey offer a practical roadmap for building a more accountable, agile, and digitally empowered state.
