Regional maritime tensions reached a critical flashpoint off the Horn of Africa after Puntland demands answers after warship shelling targeted fishermen off its coast during recent counter-piracy operations. In an official administrative statement issued by the Ministry of Security and DDR of Puntland, the regional government strongly condemned kinetic strikes conducted between August 18 and August 20 near the Garmaal coastal area in the Nugaal region. Authorities stated that international naval assets deployed near hijacked shipping lanes executed military strikes that struck civilian boats, resulting in four local deaths, wounding two others, and causing substantial damage to local civilian property.
The military actions followed the high-seas seizure of the Cameroon-flagged M/V LUTUF cargo ship on August 17 off the coast of Eyl district. The merchant vessel, carrying military hardware, satellite gear, and communication systems destined for defense facilities in Mogadishu, was intercepted by armed boarders and anchored along the Nugaal regional coastline. Reporting indicates that aerial surveillance platforms and foreign naval vessels subsequently established an operational perimeter around the hijacked cargo ship, with strikes occurring shortly after a small craft completed a shore-to-ship supply delivery.
While local community members and relatives insisted that the individuals targeted were civilian fishermen engaged in maritime trade, local security assessments suggested the deceased were suspected of maintaining ties to regional pirate networks. Puntland security officials publicly expressed grave concern that uncoordinated military strikes jeopardize local civilian safety and disrupt ongoing security cooperation between regional law enforcement agencies and international maritime counter-piracy task forces operating along the coastline.
Furthermore, security agencies in Garowe disclosed that intelligence investigations indicate recent maritime piracy incidents are not solely driven by local criminal groups. Regional authorities noted that external political and financial figures outside Puntland may be actively facilitating illegal boarding operations. As regional maritime security forces intensify local coast guard patrols, government officials maintain that as Puntland demands answers after warship shelling targeted fishermen off its coast, foreign naval units must respect territorial jurisdiction and maintain strict measures to prevent civilian casualties during anti-piracy operations.
