Switzerland’s Breel Embolo scored in the 82nd minute, but it was deemed offside.
Germany won 2-0 over Hungary in Group A earlier on Wednesday, increasing their lead to six points.
Switzerland is second with four points, Scotland is third with one, and Hungary remains at the bottom of the group with no points.
