The United Kingdom and Somalia have reinforced their strategic partnership, emphasizing mutual goals in state-building, security, economic development, and climate change initiatives. The UK, the first Western country to re-establish an embassy in Mogadishu, has been pivotal in supporting Somalia’s federal system and development efforts.

    Progress and Partnership Goals

    1. Somalia’s Advancements: The Federal Government of Somalia (FGS) has made significant strides in establishing a democratic and prosperous nation, notably in combating al-Shabaab. The upcoming completion of the Highly Indebted Poor Country Initiative is a testament to a decade of progress, supported by the UK.

    2. Strategic Objectives: The partnership focuses on state building, governance, security, economic growth, human development, and climate change response, with specific short to medium-term actions planned.

    Pillar 1: Governance

    1. Stable and Prosperous Somalia: The long-term goal is a federal governance model with accountable institutions, human rights adherence, and effective resource management.

    2. Inclusive Political Processes: Efforts include fostering inclusive political engagement, strengthening institutions, and enhancing public financial systems.

    3. Bilateral and Multilateral Engagement: The UK’s involvement in the UN Security Council and Human Rights Council aims to align international efforts with Somali priorities, including migration and diaspora issues.

    4. UK’s Support Areas: These encompass strengthening democracy, improving public financial management, and promoting human rights and rule of law.

    Pillar 2: Security and Defense

    1. Counter-terrorism Efforts: The partnership acknowledges Somalia’s role in combating al-Shabaab and aims for a transition to Somali security ownership.

    2. Collaborative Security Initiatives: The UK’s support includes training Somali forces, funding the UN Support Office in Somalia, and contributing to the African Union Transition Mission in Somalia.

    3. Focused Areas: Effective security transition, stabilization strategies, and comprehensive counter-terrorism efforts are priorities.

    Pillar 3: Economic Growth

    1. Economic Diversification: The goal is to foster a climate-resilient economy, integrated into global markets, with a focus on macro-economic stability and anti-corruption measures.

    2. UK’s Role: As Somalia’s debt relief champion, the UK will continue to support revenue collection, financial sector confidence, and investment opportunities.

    3. Key Focus Areas: Post Highly Indebted Poor Country (HIPC) planning, investment environment enhancement, and revenue generation reforms.

Pillar 4: Human Development and Climate Resilience

    1. Service Delivery and Climate Adaptation: Prioritizes sustainable basic service delivery, particularly in health and education, and building resilience to climate impacts.

    2. UK’s Commitment: The UK will support government-led service improvements, social protection programs, and climate resilience initiatives.

    Implementation and Review

    1. Ongoing Evaluation: The UK and FGS will conduct annual strategic dialogues and biannual reviews to assess progress.

    2. Deepening Relations: This partnership signifies a strengthened relationship between Somalia and the UK, driving towards a stable and prosperous future for Somalia.
