Representative Ilhan Omar secured the Democratic Party nomination for a fourth term in the U.S. House of Representatives on Tuesday, marking a significant victory for progressive Democrats. Omar, who represents Minnesota’s 5th District, defeated her challenger, former Minneapolis City Council member Don Samuels, in the Democratic primary.
With 216 out of 217 precincts reporting, Omar led Samuels with 56.2% of the vote compared to his 42.9%, according to results from the Minnesota Secretary of State. This victory is seen as a boost for progressive Democrats, particularly following recent primary losses by two other members of the progressive group known as “The Squad.”
Challenger’s Concession to Ilhan Omar and Fundraising Edge
Samuels acknowledged Omar’s victory in a post-election interview, noting that the results reflected a portion of the electorate that still felt “left out” of Omar’s leadership. However, Omar’s strong fundraising efforts likely played a crucial role in her win. She raised $6.8 million since the 2022 election, significantly outpacing Samuels, who raised $1.4 million, according to federal campaign disclosures.
Ryan Dawkins, a political science professor at Carleton College in Minnesota, highlighted Omar’s robust campaign strategy, noting that her preparation following a challenging 2022 primary gave her an edge this time around.
Impact on “The Squad” and Progressive Movement
Omar, one of four women who formed “The Squad” after their 2018 election, is expected to win the November 5th general election. This election will occur as Vice President Kamala Harris and Republican Donald Trump vie for the presidency.
The victory also comes amid the backdrop of recent defeats for other Squad members, such as Representatives Jamaal Bowman of New York and Cori Bush of Missouri, who lost their primaries. Both had opposed President Joe Biden’s support for Israel in its conflict with Hamas militants, but their challengers received substantial backing from pro-Israel groups.
The shrinking ranks of The Squad reflect a Democratic Party that has moved away from some of its most left-leaning positions, such as universal government-backed healthcare and calls to defund the police, issues that were prominent during the 2020 Democratic presidential primary.
Legislative Record and Controversies of Ilhan Omar
Despite the challenges facing progressives, Alan Minsky, executive director of Progressive Democrats of America, argued that key progressive issues like affordable prescription drugs and childcare remain important to voters.
Omar has been a vocal critic of some Biden administration policies, voting against measures like the $1 trillion infrastructure bill in 2021, which she felt should have been accompanied by expanded social programs.
Omar, a Somali refugee who has become a prominent voice in the House, describes her politics as “visionary, bold, and loud.” She has secured millions in federal funds for community development in her district and has been an advocate for immigrant populations, including Somali Americans.
However, her tenure has not been without controversy. House Republicans removed her from the Foreign Affairs Committee in 2023 over a 2019 social media post perceived as antisemitic, for which Omar later apologized.
Samuels’ Campaign and Final Thoughts
Don Samuels, who was born in Jamaica and previously worked as a toy developer, positioned himself as a pragmatic alternative to Omar, agreeing with many of her policy positions but criticizing what he called her divisive approach to governance.
Omar’s victory solidifies her place as a leading figure in the progressive wing of the Democratic Party, even as the broader party shifts toward more centrist positions ahead of the 2024 general election.
