The UN has launched the United Nations Transitional Assistance Mission in Somalia formally beginning its operations as a successor to the United Nations Assistance Mission in Somalia (UNSOM). This new mission marks a significant step in the ongoing efforts to support Somalia’s transition toward increased national ownership, governance, and development.

Formation and Objectives of the New UN Transitional Mission

UNTMIS was created following the adoption of UN Security Council Resolution 2753 (2024) on October 30. The resolution outlines a targeted mandate, focusing on strategic priorities that align with Somalia’s pressing needs. This initiative aims to enhance the country’s autonomy by gradually transferring functions and responsibilities to Somali institutions, the UN Country Team, and other vital stakeholders. The approach is designed to empower local governance structures and ensure long-term sustainability in managing national affairs.

The UN Mission Reinforcing Partnerships for Progress

James Swan, the UN Secretary-General’s Acting Special Representative for Somalia, highlighted the mission’s commitment to fostering collaboration. The mission reaffirms the UN’s commitment to the Government and people of Somalia in building a stronger country and better future – we look forward to working together as partners throughout this planned two-year transitional mission,” he stated.

A Roadmap to National Strength and Stability

The establishment signals a roadmap for Somalia to take greater control of its political and social landscape. Through capacity-building initiatives and strategic collaboration, the mission will focus on enhancing governance, improving infrastructure, and supporting peacebuilding efforts. The transition plan seeks to create a foundation for sustainable growth that will endure beyond the mission’s two-year period, enabling Somalia to manage its own development and security challenges effectively.

The New UN Mission to be a Collaborative and Phased Approach

UNTMIS will be implemented in a phased manner, gradually transferring authority and expertise to Somali entities. This process is intended to ensure a seamless transition, minimizing disruptions and bolstering the effectiveness of Somalia’s institutions. By aligning with national priorities and leveraging the UN’s experience, the mission aims to strengthen Somalia’s governance and resilience.
