A heated debate erupted in Somalia’s Federal Parliament as lawmakers clashed over a controversial proposal to deduct $500 monthly from their salaries to support the Ma’awisley militia fighting Al-Shabaab in the Hiiraan region. The motion, introduced by parliamentary leadership, aimed to provide direct financial assistance to the clan-based militia, which has been cooperating with the Somali National Army (SNA) in recent offensives against the terrorist group.

House Speaker Sheikh Adan Mohamed Nur Madoobe defended the proposal, arguing that lawmakers have a national duty to support forces defending the country. He emphasized that the funds would sustain frontline operations and strengthen local resistance against Al-Shabaab. However, opposition lawmakers fiercely rejected the plan, calling it unfair and regionally biased.

MP Abdirashid Jiley, speaking on behalf of dissenting lawmakers, criticized the proposal for selectively funding one militia while ignoring other regional security forces. “We cannot endorse selective support. Puntland forces are fighting ISIS, and the Southwest region also needs assistance. A national strategy is needed, not targeted favoritism,” Jiley stated.

Opponents of the motion argued that it would set a dangerous precedent for selectively funding local militias, further alienating regions that already feel neglected by the federal government. They warned that such measures could deepen political divisions and undermine efforts to create a unified national security strategy.

Following a heated exchange, the motion failed to pass, leaving the issue unresolved amid growing frustrations over the uneven federal response to regional security needs. The dispute highlights the broader challenges Somalia faces in balancing military funding, regional autonomy, and national security priorities.

The Ma’awisley militia has made significant territorial gains in Hiiraan, yet calls for stronger federal backing remain largely unmet. As Somalia continues its fight against Al-Shabaab, the debate over financial support for local militias is expected to persist, shaping future discussions on security policy and governance.
