The Office of the Auditor General of Somalia has taken an important step toward improving the country’s systems of financial oversight and accountability by signing a Memorandum of Understanding (MoU) with Egypt’s Accountability State Authority (ASA). The agreement was reached during a bilateral meeting in Sharm el-Sheikh, held on the sidelines of the 23rd International Conference of Supreme Audit Institutions (INCOSAI), which took place from October 27 to 31, 2025.
In a statement issued on Saturday, Somalia’s Auditor General emphasized that the new partnership reflects a strong commitment by both countries to work together in strengthening public-sector auditing. The MoU outlines a range of areas where Somalia and Egypt will collaborate, with a particular focus on improving the quality of audits, enhancing institutional skills, and advancing the fight against corruption. Through this partnership, both sides aim to share practical experiences, technical knowledge, and modern auditing practices that follow internationally recognized standards.
The agreement is also expected to help Somalia build a stronger foundation for transparency in public finance. By learning from Egypt’s experience and adopting efficient audit methods, Somalia hopes to reinforce citizens’ trust in public institutions and ensure that government resources are used responsibly. Officials from the Office of the Auditor General highlighted that the MoU goes beyond technical cooperation. The Auditor General of Somalia, Avv. Ahmed Isse Gutale, expressed appreciation for the warm hospitality extended by the Egyptian government and the Accountability State Authority during the conference. He also noted the high level of organization at this year’s INCOSAI, describing it as an excellent platform for countries to exchange ideas and discuss emerging challenges in public-sector auditing. According to Gutale, taking part in such international forums allows Somalia to stay updated on global trends and ensures its audit standards evolve in line with best practices from around the world.
This MoU is seen as a milestone for Somalia’s ongoing reform efforts.
