He held multiple administrative, managerial, diplomatic, and political posts for over 23 years, including that of Head of IGAD Mission in Somalia and Senior Political Advisor tasked on Peace, Security, Governance, and Development which essentially made him the Peace Maker. He is famously known as “The Right” due to his understanding of the social life of ordinary people. Mr. Jemal is the only Presidential candidate who has never forfeited his citizenship; he has remained loyal to his homeland and authentic in service for his country. Mr. Jemal has been serving as the Head of IGAD Somalia Mission and Senior Political Advisor in which he was tasked to oversee the handling of the Southwest Post- Election resolution dossier for IGAD Mission to Somalia.
Earlier in 2016 Mr. Jemal led the IGAD team in the process of reconciliation, technical support, and establishing Hiran/ Middle Shabelle Regional Administration that resolved the stalment and ensured that the process was on track. Mr. Jemal in his capacity as the head of IGAD Team in Somalia also made it possible for the reconciliation of Interim South West Administration that led to the establishment of the regional assembly and finally the election of the Executive leadership in 2014.
He also observed the selection of the Federal Parliament in 2012 as a member of the Technical Selection Committee (TSC). In 2003, he participated in the IGAD led Mbagathi Peace Process in Kenya, and facilitated the relocation of the TFG to Jowhar in the Middle Shabelle Region of Somalia.
He became the Acting Director in the Ministry of Planning and International Cooperation, and worked as a Focal Point Needs Assessment (JNA) Program for Somalia. In 2007, Mr. Jemal was appointed Director-General of Finance and Administration in Benadir Region Administration and Local Authority of the 16 districts in Mogadishu.
He engaged and provided technical support to Ahlu-Sunnah- Wal-Jama’a (ASWJ) in the reconciliation and Leadership Election Process in Abudwaq town of the Galguduud in the central region of Somalia in July, 2011.
