In a landmark move for the nation, Somalia has officially begun the printing process for its new generation national ID cards, marking a significant step in the country’s efforts to establish a unified and secure identity system. The initiative, led by the National Identification and Registration Authority (NIRA), comes after decades without a functional national ID system and is expected to play a pivotal role in Somalia’s digital transformation and socio-economic development.
The announcement was made over the weekend by NIRA, with the Minister of Interior, Federal Affairs, and Reconciliation, Hon. Ali Yusuf, and his Deputy, Hon. Abdihakim Hassan Ashkir, being the first government officials to receive their new ID cards. This milestone follows months of intensive work to implement the country’s first national ID card issuance system in at least 30 years.
The project has received technical support from Pakistan’s National Database and Registration Authority (NADRA), which has been instrumental in developing the civil registration system. In a statement, NIRA expressed its pride in achieving this historic milestone, emphasizing that the new ID system will empower citizens by providing them with a secure and inclusive identity document.
“After extensive efforts, the National Identification and Registration Authority (NIRA) is delighted to announce the official launch of the printing process for Somalia’s National ID cards. This historic milestone paves the way for the establishment of a unified, secure, and inclusive identity system that empowers everyone while facilitating access to essential services and fundamental rights,” the statement read.
NIRA’s Director General, Abdiwali Ali Abdulle, acknowledged the patience and support of the Somali people throughout the implementation process. He also apologized for delays in the ID card printing process, explaining that the time was necessary to ensure the procurement of high-quality printing machines and advanced ID cards.
“We sincerely thank the Somali people for their patience and support throughout the implementation of this historic initiative. We also apologize for any delays in the ID card printing process. The time taken was necessary to prioritize the procurement of the highest-quality and most advanced printing machines and ID cards, a goal we have now successfully achieved,” Abdulle stated.
To streamline the distribution process, NIRA has implemented a notification system via SMS alerts. Citizens who have applied for ID cards will receive messages informing them of the availability of their printed cards, along with details about the time and location for collection. This system aims to ensure an orderly and efficient distribution process while avoiding disruptions to ongoing registration efforts.
NIRA has also urged citizens to enroll for the new ID cards, highlighting their importance for accessing a wide range of public and private services. The authority has assured applicants that all necessary measures have been put in place to expedite the production and distribution of the IDs.
In addition to the launch of the ID card printing process, NIRA has been expanding its operations across the country. In late 2024, the authority inaugurated its office in Baidoa, South West State, with plans to open additional offices in other federal member states soon.
The new national ID system is expected to drive Somalia’s digital transformation, particularly in areas such as financial inclusion. By providing citizens with a secure and verifiable identity document, the government aims to enhance access to essential services, promote economic growth, and strengthen governance.
