Uganda’s army chief, General Muhoozi Kainerugaba, has visited Rwanda for high-level discussions with President Paul Kagame and security officials. While the agenda remains undisclosed, the meeting comes at a time of heightened tensions in the eastern Democratic Republic of Congo (DRC), where both Uganda and Rwanda have strategic security interests.
Uganda has been actively involved in military operations in the DRC, working to eliminate armed groups such as the Allied Democratic Forces (ADF) and Codeco militias. This military engagement, which began in late 2022, reflects efforts to stabilize the region and counter security threats. Meanwhile, Rwanda has been accused of backing the M23 rebels, who continue to seize key territories in eastern Congo. The proximity of Ugandan forces to M23-controlled areas has raised concerns about potential conflicts of interest.
During his visit, Gen Muhoozi attended a session at the Rwanda Defence Forces command and staff college in Musanze. His trip is seen as part of ongoing efforts to strengthen military ties between Uganda and Rwanda, following years of strained relations that led to border closures and diplomatic standoffs. The visit signals a renewed push for closer defense cooperation.
Gen Muhoozi recently stated his desire to formalize a security alliance between Uganda and Rwanda, emphasizing that any attack on one country would be considered an attack on both. This declaration has sparked discussions about deeper military coordination between the two nations, which have historically had a complex relationship.
Uganda has denied allegations of supporting the M23 rebels, despite speculation about its involvement in regional conflicts. While accusations persist, Uganda continues to bolster its presence in eastern Congo, citing the need to protect its national security and economic interests. The situation remains tense as the M23 rebels continue their advances, rejecting ceasefire efforts and intensifying clashes with Congolese forces.
As tensions in the DRC escalate, Gen Muhoozi’s visit could mark a turning point in Uganda-Rwanda relations. With both nations sharing security concerns, the visit may pave the way for enhanced cooperation to address ongoing instability in the region.
