    LONDON, UK – February 25, 2025 – The United Kingdom has announced the suspension of direct bilateral financial aid to Rwanda in an effort to pressure Kigali to cease its support for M23 rebels in the Democratic Republic of Congo (DRC). This decision is part of a broader strategy to address the escalating conflict in eastern DRC.

    The UK government outlined several steps, including halting future defense training assistance, reviewing export licenses to the Rwandan military, and restricting high-level attendance at events hosted by the Rwandan government. Additionally, the UK will coordinate with international partners on potential new sanctions designations.

    The UK’s decision follows recent offensives by M23 and the Rwanda Defence Force (RDF), which have captured key cities like Goma and Bukavu. The international community has called for all parties to honor commitments made at the joint EAC-SADC summit on February 8, which urged a ceasefire and withdrawal from occupied territories.
